A Rural College with a High Percentage of First-Generation Female Students from Reserved Categories

Introduction

Mekliganj College, situated in a rural area, has played a significant role in addressing the educational goals of first-generation female students, the majority of whom are members of the Muslim Minority and Scheduled Caste communities. The most recent report from the All India Survey on Higher Education (AISHE) indicates that 48% of all enrolled students in higher education in India are female (The Indian Express, January 2022). However, Mekliganj College boasts of having around 55% female enrolment despite its geographical remoteness in addition to poor transportation and communication services. And most remarkably, more than 80% of the total female students belong to the reserved categories.

Background

Mekliganj College, established in 1996 in Cooch Behar, West Bengal, offers educational opportunities to rural learners, mostly from poor socio-economic backgrounds by  empowering them to cope with the rapidly changing nation and world. Initially affiliated to the University of North Bengal, it now falls under Cooch Behar Panchanan Barma University.

Institutional Distinctiveness

Mekliganj College takes pride in offering higher education to an increasing number of poor and marginalised rural students. A large majority of the students are first generation female learners with a significantly high percentage among them belonging to reserved categories—SC’s and Muslim minorities—a figure that is significantly higher than the national average for similar institutions of higher education. This demographic makeup is not a mere coincidence but a testament to the college's unwavering commitment to inclusivity, gender equity and social justice, and that contributes to its distinctiveness. 

Noteworthy Measures to Maintain the College’s Distinctiveness

1. Installation of Sanitary Napkin Vending and Disposal Machines

The college's decision to install sanitary napkin vending and disposal machines has had a positive effect on the attendance of female students. These machines offer a discreet and convenient way for students to obtain sanitary napkins on campus. Moreover, the college provides clean restroom facilities, private spaces for changing and discarding used napkins, and easy access to menstrual hygiene products, facilitating better in-campus period management for female students.

2. CCTV surveillance for Safety and Security of Female Students

CCTV surveillance in the college’s public spaces has enhanced safety and security, particularly among female students. Real-time surveillance allows for quick response to emergencies and suspicious activity, providing forensic evidence for investigations. It is also believed to have a symbolic impact on women's perceptions of safety and security in public spaces.

3. Gender Sensitization Programmes 

The college organises Gender Sensitization Programmes to promote gender equality, healthy relationships, and critical thinking among students. These programmes aim to dispel prejudices, increase awareness, and cultivate respect and empathy. It also addresses gender-related issues in rural areas through partnerships with community organisations and NGOs, aiming to create a society where each person is respected, valued, and given an equal opportunity to succeed. 

4. Displaying photos and Quotes of Renowned Women Personalities

The College displays photos and quotes of renowned women personalities to encourage female students to participate in college activities and pursue their aspirations with confidence. These images provide visibility, role models, empowerment, and confidence to female students, encouraging them to aspire to greatness. Furthermore, the accomplishments of these women can foster a supportive environment, promoting inclusivity and diversity.

5. Leading Roles in Organizing Co-Curricular Activities

Mekliganj College is experiencing a silent revolution as female students take on leadership roles in co-curricular activities, breaking gender stereotypes and fostering inclusivity. The traditional male-dominated roles in the college are being challenged by women who are embracing the opportunity to showcase their leadership skills and creativity. Some Success Stories

  1. Qualified NET/SET- In the last few years, at least seven of our female alumni, all of them belonging to reserved categories have qualified UGC NET/SET. This has generated a sense of enthusiasm among female students to pursue higher education and aspire for higher jobs and research.
  2. Won Medals in National Sports- Many of the female students of Mekliganj College have achieved remarkable success in sports. Pinki Roy and Gouri Pramanik have won medals in Wushu and kick-boxing at the national level.
  3. Participated in Dance Reality Shows- Tamalika Saha and Smriti Sarkar participated in a Bengali television Dance Reality Show and the duo was adjudged the Runners-Up.
  4. Published Books- Jui Roy and Banashree Roy have penned heart touching poems and published them in book forms.
  5. Practising as Lawyer- After Completing her UG Course from Mekliganj College, Dipti Adhikary went on to study Bachelor of Law and is now practising in the Jalpaiguri District Court.
  6. Working as Reporter-  Shibani Roy is successfully working as a news reporter for Khabaria 24 news channel.

In fact, the college has many more female alumni who are presently engaged in so-called male dominated professions like medical representative, law clerk, police personnel and so on.

Impact

This distinctive feature of Mekliganj College has a profound impact on its culture, curriculum, and community. After three years of UG level study at Mekliganj College, girls from socially, economically, as well as geographically challenged sections, many of them even belonging to the poorest of the poor and are first-generation learners, emerge as self-confident, enlightened individuals who can significantly contribute to society and the country. 

Challenges and Opportunities

Maintaining and enhancing this distinctiveness is not without challenges. Mekliganj College faces challenges such as poor transport facilities, shortage of a sufficient number of toilets for female students, absence of regular expert counselling services, early marriage, higher dropout rates, etc. that often act as hindrances towards achieving the desired goal. However, these challenges also present opportunities for collaborative and support initiatives with government and non-government organisations, offering better facilities and support for rural girls regarding higher education and career development in addition to recognising and supporting the extraordinary aspirations and potential of female students
